Father God, as we pause just for a moment this morning, we pray for the courage to make not necessarily the popular decisions but the right ones. Lord as we reflect on the important decisions that are about to be made, I pray that Your words would echo through our minds, "I have not called you to a Spirit of Timidity, but a Spirit of Power, Love and Discipline,". God give us the courage to do what is right. In Your name. Amen.

Assembly Bill No. 159--An Act relating to extradition; providing for the payment of the expense of returning a prisoner to another state under certain circumstances; requiring the transmittal of a waiver of extradition to the attorney general instead of the governor; and providing other matters properly relating thereto.

Assembly Bill No. 160--An Act relating to peace officers; requiring peace officers to receive training in the detection of the use and abuse of alcohol and controlled substances; requiring the peace officers' standards and training committee to adopt regulations establishing the minimum requirements for that training; and providing other matters properly relating thereto.

Assembly Bill No. 161--An Act relating to convicted persons; authorizing the establishment in certain counties of an intermediate correctional program for certain convicted persons; authorizing the establishment of residential centers for certain convicted persons; eliminating the program of evaluation of certain convicted persons upon the establishment of the intermediate correctional programs; and providing other matters properly relating thereto.

Assembly Bill No. 163--An Act relating to hazardous materials; authorizing a person to possess, use, manufacture, purchase, install, transport or sell chlorofluorocarbons; providing that the possession, use, manufacture, purchase, installation, transportation or sale of chlorofluorocarbons does not subject a person or governmental entity to any type of punitive action; and providing other matters properly relating thereto.

The following amendment was proposed by the Committee on Judiciary:
Amendment No. 8.
Amend section 1, page 1, by deleting lines 3 through 8 and inserting:
"1. Except as otherwise provided in this section, a peace officer or a fireman who operates a bicycle while he is on duty is not required to comply with any provision of NRS or any ordinance of a local government relating to the operation of a bicycle while on duty if:
(a) The peace officer or fireman is responding to an emergency call or the peace officer is in pursuit of a suspected violator of the law; or
(b) The peace officer or fireman determines that noncompliance with any such provision is necessary to carry out his duties.
2. The provisions of this section do not relieve a peace officer or fireman from the duty to operate a bicycle with due regard for the safety of all persons and do not protect the peace officer or fireman from the consequences of his disregard for the safety of others.
".
Amend sec. 2, page 1, line 12, by deleting:
"to the special provisions" and inserting:
"[to special provisions] otherwise provided".
Amend the title of the bill by deleting the first and second lines and inserting:
"An Act relating to traffic laws; exempting peace officers and firemen who operate bicycles while on duty from complying with the".
Amend the summary of the bill by deleting the first line and inserting:
"Summary--Exempts peace officers and firemen".

"Shall order him to perform not less than 100 hours, but not more than 200 hours, of work for the community while dressed in distinctive garb that identifies him as having violated the provisions of NRS 484.379, unless the court finds that extenuating circumstances exist; and
(4)".
Amend sec. 9, page 9, line 11, after "days" by inserting:
", and if required pursuant to NRS 484.3792, has performed or will perform not less than 50 hours, but not more than 100 hours, of work for the community,".
